PopMan is loading the hole list of emails every startup about 400. Have i done something wrong?? Or is it a GMX issue???

This is the normal behaviour, because PopMan loads all messages that are stored on your incoming mail server. Usually, an email client like Outlook checks for new mail, retrieves the new messages and deletes them from the server. The messages are archived on your computer and not on your (size limited) mailbox.

Nowadays, more and more email providers (GMail, GMX) follow the trend of providing quasi unlimited mailbox size, e.g. 1 GB, which allows for archiving your emails on the mail server rather than on your computer. GMail makes this "feature" transparent for POP3 email clients, because any message that has been retrieved via POP3 will not be visible through POP3, but is still accesible through the web interface.

A PopMan feature like "retrieve only the first xx messages" might be useful in dealing with those unlimited mailboxes. There is already an corresponding feature request:

what is the difference between popman and for example thunderbird?? thunderbird is not downloading all messages stored on the server. only new ones

Thunderbird is an email client, PopMan is a POP3 manager.

An email client downloads all new emails from the server and stores them on your harddisk. The emails that have been downloaded are usually deleted from the server automatically. Therefore the email client only loads the new mails from the server.

A POP3 manager is used to check what emails are ON the server, you can preview the messages and delete unwanted messages without having to download them with your email client. When you are done, you can launch your email client and retrieve all wanted messages completely.

PopMan is meant for extending, not replacing your email client!
